The AEMC has published discussion notes from the third meeting of the technical working group which is helping to inform the AEMC’s assessment of three rule change requests related to facilitating wholesale demand response in the national electricity market.
Members of the group are experts from consumer groups, large consumers, network businesses, retailers, technology providers, market bodies and AEMO.
At the meeting on 27 May 2019 the group discussed potential options and approaches for facilitating wholesale demand response in the national electricity market. At the meeting, the group considered:
- options for scheduling wholesale demand response including:
- scheduling reductions from the baseline level of demand
- scheduling reductions from the physical level of consumption
- being issued dispatch instructions to consume at a certain level.
- the implications of these different options for the providers of demand response, for the market operator and for the market dispatch engine.
- potential changes to the demand side participation portal, including:
- whether retailers should be required to submit assessments where they have no demand response customers
- whether valuable information is not being captured by the portal
- whether the information in the portal can be more effectively utilised.
In addition, The Brattle Group and AEMO presented at the technical working group. The Brattle Group discussed a report they have been commissioned to undertake by the AEMC looking at international mechanisms for wholesale demand response. AEMO presented on the changes to its systems currently underway to implement five-minute settlement and its virtual power plant demonstrations.
These rule change requests are being progressed as part of the Commission’s broader Reliability work plan. A draft determination on the rule change request is due to be published in July 2019.
