The AEMC has published discussion notes from the fourth meeting of the technical working group which is helping to inform the AEMC’s coordination of generation and transmission investment (COGATI) review.

The group includes representatives from consumer groups, energy investors, large consumers, generators, transmission businesses, retailers, the Energy Security Board and market bodies.

At the meeting on 15 November 2019 the group discussed a range of relevant issues, including:

  • stakeholder feedback on two COGATI discussion papers published on 14 October 2019 on a proposed reform model and renewable energy zones
  • Key COGATI access model themes for further input including:
    • whether there are new market power concerns that could arise by introducing the access model
    • the ability of market participants to manage risk and impacts on contract market liquidity by introducing the access model
    • implementation timeframes 
    • grandfathering arrangements
    • transmission losses, including how to design financial transmission rights to hedge the risk of transmission losses 
  • renewable energy zones.

The work is part of the AEMC's system security and reliability action plan. The AEMC is working closely with the Energy Security Board and other market bodies to make sure the COGATI workstream is integrated within the ESB 2025 framework.

A final report on the proposed COGATI reforms will be published in December 2019.
