The AEMC has decided to develop a uniform national inter-regional transmission charging regime and methodology as part of its consideration of the Inter-regional Transmission Charging Rule change request. A section 108A report is published today in relation to the extended Rule change process.
This section 108A report states why the AEMC has not made the Inter-regional Transmission Charging final rule determination within 12 months of the publication of the notice under section 95 of the National Electricity Law.
During the Rule change process, modelling of estimated inter-regional transmission charging has required considerable time.
In addition, following consultation on the draft Rule determination, the AEMC agreed with stakeholder concerns that there was a need for consistency in the application of the inter-regional transmission use of system (TUOS) charge across the national electricity market (NEM). Consequently we will develop a uniform national inter-regional transmission charging regime and methodology. The development of this regime and methodology will have regard to the AEMC's separate longer term Transmission Frameworks Review, but will not be merged with that review.
This will require further consultation - and the final Rule determination will not be made within 12 months of the publication of notice in relation to this Rule change request.
